Generally, character skills are summoned by the Inka Demon. Take my template as an example. Because the Fierce Thunder King is a 2-level monster in the deck or hand, not a normal monster, Demon Dragon cannot be summoned with True Red Eye Fusion, but it can be summoned while it is on the field.
