1. Open photoshop, select "File > New", and create a new file of 500*500 size.
2. Set the foreground to black and the background to white.
3. Select "Filter > Render > Layered Clouds", and your scene will already be able to see cloud-like graphics mixed with black and white.
4. Next we will make our graphics look weird, select "Filter > Render > Palette Knife". Just use the default settings. If you think you can modify the parameters, that would be better.
5. Now, let's go ahead and select "Filter>Artistic>Poster Edge" and the shape you're working with should look like the image I have below.
6. Duplicate this layer, select this layer, and then choose Filter>Distort>Glass. Once completed, set the blend mode to "Overlay" to get the effect as shown below:

10. If you are not satisfied with the window above, you can use other brushes to adjust it until you are satisfied. We can also add other adjustments such as color, other filters, etc.
In actual operation, not only the border can be processed in this way, but also any other shape can be processed in this way, and the effect can be used as you like.
