1. Let’s first use the liquefaction tool to make the eyes bigger. The effect is as shown below
2. Use the pen tool to outline the double eyelids, save the path (it will be useful later), and convert it into a selection
3. Select the burn tool, and the parameters are as shown in the figure. Try to deepen the area as close to the edge of the selection as possible
4. After deepening, you can cancel the selection to check the effect. If you are not satisfied, you can use CTRL+Z to return to the selection and process it. When you are satisfied, use CTRL+SHIFT+I to invert the selection and prepare to highlight the double eyelids. We select the dodge tool and also apply dodge along the edges of the selection to paint highlights.
5. Okay, are the double eyelids coming out? The method for the right eye is the same, so I won’t repeat it. Let's take a look. It seems like there's something missing? By the way, eye shadow should be added, so that the effect will be more realistic.
6. Go to the path layout, convert the path you just saved into a selection, and feather it by 2 pixels. Create a new blank layer, set the blending mode to color, and use the brush tool (the color is up to your liking) to adjust the corresponding parameters and apply it along the edge of the selection.
7. The work is done. If you want a better effect, you can add eyelashes, you can use it freely.
