To unlock the power mecha, you need to complete two tasks first. The first is the main task. Turn in a level 5 helmet and click "Delivery".
The second task is a side task. You must hand in a level 4 helmet and achieve a level 4 or higher intimacy level.
Enter the power mecha page and click "Start Power Mecha".
