When you go to the Four Islands in Pokemmo Kanto, you can find the NPC under the big machine in the Pokemon Center on the first island in the second round. Complete the ruby mission and return to life. After getting the boat ticket, you can choose to go to the Four Islands.

In the second week, go to the left pier of Kuye City and take a boat to an island.

Go to the NPC under the big machine in the Elf Center and learn that rubies are needed. Go to Lantern Volcano (go straight across the sea from the island), go right at the entrance, and defeat 2 Team Rockets.

Follow the location in the picture to find the ruby.
Go to Four Islands
Get the ruby and return to the NPC in the Elf Center to get a ticket for the Seven Islands. Take a boat at the beach and choose to go to the Four Islands.
