Recently, the U.S. Congress has launched a heated discussion on artificial intelligence legislation. OpenAI, as a leader in the field of artificial intelligence, has actively participated in it and publicly supported a number of bills aimed at regulating the development and application of artificial intelligence. This move is considered a strategic move by OpenAI to respond to future regulatory challenges, safeguard its own interests, and actively shape the development direction of artificial intelligence.
Recently, legislation on artificial intelligence has been in full swing in the U.S. Congress, and OpenAI, as an industry leader, actively supports several of these bills. Just this Tuesday, OpenAI announced its official support for three Senate bills that have the potential to profoundly affect federal policy in the field of artificial intelligence.
One of them, called the "Future Artificial Intelligence Innovation Act," will formally establish the American Artificial Intelligence Safety Institute and become a federal agency that sets standards and guidelines for AI models.
"We have always supported the institute's mission to lead the U.S. government's efforts to ensure the safe development and deployment of cutting-edge AI systems," Anna Makanju, vice president of global affairs at OpenAI, said on LinkedIn. The institute provides congressional support to minimize the risks that new technologies may pose.
In addition to the Future Artificial Intelligence Innovation Act, OpenAI also supports the National Science Foundation Artificial Intelligence Education Act and the Create AI Act. These two bills provide federal scholarships for AI research and establish AI education resources within universities and K-12 education systems.
So why did OpenAI choose to support these bills at this time? As mentioned in Makanju’s post, OpenAI believes that governments play an important role in ensuring the safety and accessibility of AI. However, looking at a deeper level, OpenAI is currently in a stage of rapid development, with its valuation soaring to US$86 billion, thanks to its cooperation with Microsoft and Apple. The company is likely to face more regulatory scrutiny in the future, so expressing support for the bill in a timely manner could not only win favor with federal lawmakers but also secure a voice in future AI regulatory discussions.
On Monday, OpenAI also co-signed a letter supporting the AI Security Institute along with Microsoft, Meta, Palantir, Cohere, Amazon and other large, medium and small businesses. Under the Future Artificial Intelligence Innovation Act, the institute will work with public and private organizations to develop standards for AI systems. Additionally, the bill would require federal agencies to create curated data sets available to the public that private companies are unlikely to create.
OpenAI's stance at this time is no accident. The two bills will go into executive session on Wednesday morning, which shows the delicate strategy of OpenAI and other AI companies in trying to win over lawmakers in order to win their support.
