Attack speed is not effective for all skills. It is currently only effective for basic skills (basic attack skills). Ultimate skills, core skills, etc. basically do not require attack speed affixes. Each part of the equipment also has some specific random affixes that will appear.
For example, attack speed will only appear in gloves, and movement speed will only appear in shoes and necklaces.
