The location of the reading material is in the Shence Mansion in Changletian.
After entering the Shence Mansion, talk to Qingdao first to obtain reading permission (you can ignore this step if you have opened some treasures before)
Then return to the four bookshelves on the back steps and investigate the two bookshelves on the left and the first bookshelf on the right.

The location of the reading material is near the Jiyufang transfer point in Liuyundu.
