When the once-great Roman Empire fell from its pedestal and fell into decline, you will lead a small group of citizens in search of new territory, hoping to found a new Roman city, a bastion of all the good things about empire. You must start with a ruined village, please the gods, satisfy the needs of the citizens, and build a society that will be the envy of the world thousands of years later.
2. Wise city planners know how to deal with their surroundings. Huge dams and ditches were built to control water flow, reshape the landscape, and create artificial watersheds and reservoirs. Explore remote resource reserves and develop infrastructure across vast wastelands to transport raw materials and process products. Can you strike the delicate balance between the city's brutal growth and the risks of rapid expansion? Or is your arrogance a danger, an irritation to the gods and nature itself?
3. As more people enter your city, there are more and more needs and desires to deal with - from pottery, wine and bread to entertainment, education and faith, it is your responsibility to keep people happy and safe.
