Baidu officially responded to this question:

No fees mean that websites with ICO icons in search results are welcomed and trusted by the public.
We can see that Baidu clearly stated that the evaluation standard for displaying ICO icons before search results is default. So what is this default standard based on?

So according to the author’s bold guess, Baidu’s rules for evaluating ICO are Taking the inclusion of HAO123 as the standard, HAO123 is like DMOZ for ICO inclusion and evaluation.
From this, the author concludes that if a website wants to display the ICO icon in front of Baidu’s search results, it needs to meet two conditions:
1: Included by HAO123, which means they are some authoritative and distinctive websites.
2: The website is produced with an ICO icon. (It seems like nonsense, Baidu will definitely not create an ICO for you)
