1. Open the original image, use the familiar drawing method to extract the part of the character that you want to highlight, and then press Ctrl+J.
2. Select the middle background layer, create a new layer above the background layer, fill it with blue (you can also choose other colors), and set the blending mode to Screen.
3. Then merge it with the background layer, select Filter-Blur-Gaussian Blur, and customize the value.
4. Select the extracted character layer, hold down Ctrl+U to adjust the hue/saturation, increase the saturation (customize the value), and adjust the curve, etc. In short, you want to highlight the character layer more.
5. Take out the umbrella, press Ctrl+j, and name this layer umbrella.
6. The lower layer is named the character layer.
7. Because we are going to make a rain scene next, the umbrella layer shown must be blurred again using Filter-Blur-Gaussian (the value is customized).
8. After merging the umbrella layer and the character layer, create a new layer above the character, fill it with white, go to Filter - Texture - Texture (the specific settings are as shown on the left)
9. Click OK, change the layer blending mode to Hard Light, continue on this layer Filter-Blur-Motion Blur, Angle: -99, Distance: 99.
10. At this time, the effect of rain has been seen. If you want the rest to be hazy, select Gaussian blur and use the 40% eraser tool to erase the prominent areas (referring to the raindrops).
11. When adding text, you must pay attention to the opacity. Because it is in the rain, the words should not be too sudden.
