Rendering 1
Effect picture 2
1. Open the picture and copy the background twice (press Ctrl+j twice).
2. Cut out the character on the top layer, and use the projection style to stroke and hide it temporarily.
3. Use Filter - Blur - Special Blur on the copied second layer. The parameters of radius and threshold can be adjusted according to the actual photo. I used 2 and 20. Quality: Low. Mode: Edge only. After inverting (ctrl+I), change the layer blending mode to "Multiply" and hide it temporarily.
4. Select the background layer, press D (set the foreground to black and the background to white), Image-Adjustments-Gradient Mapping, convert the image to grayscale, then apply Filter-Pixelize-Color Halftone, and set the minimum radius to 4. The others are all 45 to get the dot effect.

5. Use the middle layer to display the top layer, merge, save, and complete the final rendering.
