1. Open the original image and copy one layer.
2. Go to Filter - Artistic Effects - Rough Crayon on the copied layer (the values are set to: 6, 8, sandstone, 100%, 20, lighting direction is bottom)

3. Filter-Artistic Effect-Colored Pencil (values are set to: 1, 15, 49)

4. Filter - Artistic Effect - Palette Knife (values set to: 2, 3, 8)

5. Select Filter > Sharpen > Sharpen, and change the copied layer mode to Overlay to get the final effect.
