Endogenous risks such as model algorithm security, data security, and system security, as well as application security risks in the network domain, real domain, cognitive domain, and ethical domain, may seem like minor problems, but they may trigger chain reactions and cause serious impacts. For example, in South Korea recently, deepfake technology has been used to create false information, which has posed a threat to social order and personal privacy. Obviously, in the face of the rapidly changing artificial intelligence technology, we not only need to pay attention to the development of the technology itself, but also take into account social, ethical, legal and other factors, and use a comprehensive framework to guide artificial intelligence security governance. Take a closer look at this "Framework", which is divided into four major sections: security risks, technical countermeasures, comprehensive management measures, and safe development and application guidelines. It not only clarifies the basic principles of artificial intelligence security governance, but also clarifies the requirements for artificial intelligence model algorithm developers, The safety regulations for different entities such as service providers, users in key fields and the public provide basic and framework technical guidelines for promoting the healthy development and standardized application of artificial intelligence. It is particularly worth mentioning that this "Framework" puts forward the governance principle of "inclusiveness, prudence, and ensuring safety." It clearly states that development and innovation are encouraged, and an inclusive attitude towards artificial intelligence research and development and application is adopted. At the same time, the bottom line of safety is strictly observed, and measures are taken in a timely manner against risks that endanger national security, social public interests, and the legitimate rights and interests of the public. It should be said that this not only leaves enough room for the free exploration of artificial intelligence technology, but also builds a solid firewall against possible risks. Just as the ancients said, "The wise change according to the times, and the wise change according to the circumstances." The governance of artificial intelligence also needs to be meticulous and relaxed. By clarifying safety regulations and technical standards, guiding the healthy development of the artificial intelligence industry will not only help improve the overall competitiveness of my country's artificial intelligence industry, but will also contribute Chinese wisdom and Chinese solutions to the development of global artificial intelligence. Of course, the release of the Framework is only the first step. Artificial intelligence security governance requires the joint participation of governments, enterprises, scientific research institutions and the public. For example, government departments should strengthen supervision to protect the safe development of artificial intelligence; companies should increase investment in technology research and development to improve the safety and reliability of artificial intelligence; scientific research institutions should conduct in-depth research on artificial intelligence safety issues to provide solutions to practical problems. Intellectual support; the public should also enhance safety awareness, use artificial intelligence products correctly, and jointly create a safe, reliable, fair, and transparent artificial intelligence development environment.
