Minecraft Promo Art Pack is a texture pack used to implement styles similar to various Minecraft promotional designs in the game. If you're thinking that this pack sounds very similar to the other one, you're right, because the creator actually made the MCMojang texture pack as well, and this pack is designed for the same purpose. However, the problem with MCMojang is that its 8×8 resolution is relatively low, which makes it difficult to design good-looking textures. On the other hand, the Minecraft Promo Art resource pack does not have this problem. 
The Minecraft Promo Art Resource Pack, much like its predecessor, does an excellent job of implementing an art style into the game, which is the same style used in almost all Minecraft promo designs. Colors are bright and vibrant, and while the amount of detail in textures isn't very high, they still look spectacular as they're very smooth and there's absolutely no noticeable noise.
The resolution of the Minecraft Promo Art Resource Pack is 16×16, which is significantly higher than the 8×8 of the original MCMojang, so the textures definitely look a lot better. The package is also very well optimized, so it can be used on almost every computer that can run Minecraft. It's important to remember that the Minecraft Promo Art Pack is still a work in progress, so many textures are still subject to change.
