It only takes three steps to make a blurry photo clear. Instead of sharpening, use the less commonly used PS built-in filter combined with the blending mode. This method is not very common, but the effect is indeed very ideal.
Step 1
Open the photo and duplicate a layer, above the original layer
Step 2
Use the filter on the copied layer, Filter-Other-High-Contrast Preserve
Step 3
Change the blending mode of the copied layer to "Hard Light". For a better effect, you can also copy this layer and set the blending mode to "Hard Light" as well.
