1. Create a new document that suits you.
2. Fill the background with black.
3. Use the "Brush" and "Eraser" tools in the center to draw any white dots, which can be large or small. It is best to draw slightly larger dots in the center!
4. Execute: Filter - Blur - Radial Blur, set the value to the maximum to achieve the effect shown above. Repeat Ctrl+F three to five times to enhance the effect.
5. Delete half, the original is best left there! You can copy a layer and put the original in it for later use!
6. Select the remaining black part and pull it out into a new layer, and delete the white part.
