Processing process:
Open the picture in Photoshop and first select the hair with a selection. I'm a lazy person, and I usually don't let go of rabbits when I see them.
So I usually don't do useless work when there's no exact way to do it. Just use the Magnetic Lasso Tool to select whatever you want.

Once you have created the selection, you can add a Hue/Saturation adjustment layer. The settings are as shown below.
