Dirty texture background

Let's make this abstract background first

1. Open the background, flip it over first, execute Edit--Transform--Rotate 90 degrees (clockwise)

Duplicate one layer to get layer 1. Go to Filter - Noise - Dust and Scratches on this layer.

Mode changed to Overlay

2. We duplicate layer 1 to get a copy of layer 1. Run Filter--Sharpen--Smart Sharpen on the copy:

Keep Overlay blend mode

3. Duplicate a copy of layer 1 to get copy 2 of layer 1, and perform Filter - Stylize - Photo Edge on copy 2.

Then press ALT+SHIFT+CTRL+B to adjust the black and white, and check the hue

Keep the Overlay blending mode to get the following effect

4. Copy layer 1 copy 2 to get layer 1 copy 3. Press ALT+SHIFT+CTRL+B to adjust the black and white decolorization. The default is enough.

Change mode to color screen
PS makes cracked metal text

Go back and select copy 2 of layer 1 and use the eraser tool to erase the middle area.
