Step 1: Open the original image, process it with the Topaz filter appropriately, then press the shortcut key Ctrl+J to copy a layer and execute Filter - Blur - Special Blur. The values are as shown below.
Step 2, press Ctrl+I to invert
Step 3: Select Multiply for layer mode
Step 4: After getting the effect, use an eraser to wipe off part of the face to restore its original appearance. Depending on the situation, it is usually OK to just wipe off the face.
