Let’s take a look at the final effect:
Create a new file in Photoshop with a black background and a blue to blue-black radial gradient in the lower left corner.
Create a new layer, set the foreground color to white, select a flat square brush, and draw a few lines as shown below. Then select "Filter - Blur - Radial Blur".

Create a new layer and use the pen path tool to draw the curve as shown below.
