You can walk north from the southern mountain transfer point, walk to the southern mountain and fly to the stone pillar on the right.

4. Northern Mountains

First teleport to the Star Island Shelter, then go northeast. When you reach the location shown in the picture, fly up the cliff on the left and fly all the way to the top to unlock it.
