Original picture
1. Open the original image, copy one layer, hold down Ctrl+L, adjust the color level, and set the parameters as shown below:
2. Press Ctrl+U to adjust the hue/saturation. Set the parameters as shown below:
3. Create a new layer, use the rectangular selection tool, draw a selection as shown below, and fill it with white.
4. Select Edit-Transform-Perspective in the menu bar and make the transformation as shown below.

5. Select Filter - Blur - Gaussian Blur in the menu bar, and set the parameters as shown below:
Copy another layer of background to get background copy 2, click Filter-Blur-Gaussian Blur, and set the parameters as shown below:
7. Change the blending mode of background copy 2 to "Dark", as shown below:
8. Add a mask to the background copy 2, select the mask thumbnail, and smear out the character's face with an eraser.
The final rendering is ultimately up to you.
