There is no water in the material picture, but you can still create a reflection. You only need to set the water surface part before production. Then copy the image that needs to be made into a reflection, flip it and blur it; then use a filter to create a water texture, and then superimpose it on the reflection to create a preliminary water texture. You can trim the edges later and adjust the color.

final effect
1. First use the rectangular marquee tool to select an area on the horizontal plane in the picture.
2. Copy the selection to a new layer, select the Edit/Transform/Vertical Flip command, flip the layer vertically and move the layer vertically downward until it forms a vertical mirror with the same image content in the previous layer.
3. Hold down CTRL to load a new layer, select the feather size to 40 pixels, and use: FilterBlurRadial Blur command. The blur method is Zoom, the quality is the best, and the quantity is 10.
4. Select: FilterBlurMotion Blur command, set the angle to 0 and the distance to 15 pixels.
5. Now start creating the water wave effect, create a new document, customize the size, and restore the foreground and background colors to the default black at the front and white at the back. Select the FilterBlurCloud command. If you are not satisfied, you can repeatedly use the CTIL+F keys to execute the cloud filter.
6. Select: FilterBlurLighting Effect command, just set the default. Of course, the lighting center should be judged according to the selected image.
7. Select: FilterDistortOcean Ripple command. The ripple size is 8 and the amplitude is 16. Of course, you can adjust it according to your personal feelings.
8. Select and copy all images to return to the original document. Paste it and use CTRL+T to freely scale the layer as shown below.
9. Then change the blending mode of the water wave layer to Soft Light.
Finally, combine all the layers and use the blur tool to paint on the horizontal surface to remove the harsh edges and complete the final effect.
