The process is as follows.
First use the Pen Tool to select the part you want to stand out, then press Ctrl+J to form a new layer.

Then perform Gaussian blur on the background and set it to 3-5px! Then press Ctrl and click layer 1 to load the selection, then execute "Select" -> "Modify" -> "Expand", enter 2px for expansion, and then invert the selection. Click on the background layer to perform Gaussian blur, and set the blur radius yourself. We mainly want to highlight this flower.
Then use the new black and white conversion control function in Photoshop CS3 to make the background a black and white photo. You can refer to the black and white conversion control function of Photoshop CS3 to process black and white photos.
Then adjust the brightness and contrast.
Add a gradient fill effect.
Finally add some motion blur and radial blur effects.
