Open the channel, and first create a reverse negative charge effect: click on the blue channel, open Image - Apply Image. Set the parameters as follows:

Then open Image-Adjustments-Selectable Color. Set the parameters as follows:

Return to the layer, add text, press ctrl+t, right-click and select reverse, adjust the direction and position of the text, as shown below:


Color the foreground light yellow, of course you can use other colors if you like. Create a new stroke layer and set the stroke phase to 40. The effect is as follows:

Then open the layer style of this layer and set the parameters as follows:
