1. Make a path text. I won’t go into details. Anyway, just draw a circle and write on it.
2. Rasterize the text, copy the layer, and then motion blur (I blur it twice, otherwise it will not be long enough, then copy the layer several times, merge it, or it will not be too faded)
3. Deform and spread out the light
4. Transform the text and put it in the appropriate position
5. It seems that the light is too thin, copy the layer transformation again, and continue to spread out (you can add a mask to let the light fade out)
