1. Open the material picture, press Ctrl + J twice to copy the two layers, and execute the menu Filter > Distort > Glass on the top layer. The effect is as shown in Figure 2

2. Create a new layer on top and fill it with black.

3. Paint white in the middle of black with random shapes. To be realistic, the edges should be angular and not curved. As shown in Figure 4

4. Select the white area as the selection, return to the "Layer 1 Copy" layer and directly press the Delete key to delete the image content at the selection location. The effect is as shown in Figure 5

5. Press Ctrl + U to adjust the hue and saturation of "Layer 1" to achieve the effect you are satisfied with.

6. Bring up the white selection of the top layer, create a new layer above "Layer 1 Copy", and then fill it with white. Cancel selection. Select Filter > Blur > Radial Blur settings as shown below. Change the layer blending mode to Overlay.
7. Return to "Copy of Layer 1" and use the brush tool to select the appropriate size and transparency to draw the effect of water droplets flowing as shown in the picture below.
