1. Create a new file and define the size yourself, then create a new layer, draw a rectangle with a rectangle, fill it with black, and then cancel the selection!
2. Select layer 1, execute the menu: Filter > Stylize > Wind, select Gale, and confirm. Execute: Filter>Blur>Motion Blur, the value is 33, after confirming, press Ctrl + F to strengthen it a few times. The effect is as shown below.
