1. Create a new image in Photoshop and use the default color to execute [Filter_Render_Clouds]. The effect is as shown below.
Then use [Filter_Pixelize_Mosaic] and set it as shown on the right.
2. Use [Filter_Stylize_Find Edge], the effect is as shown below.

〖CTRL_F〗After executing it multiple times, you will get an effect similar to the picture on the right below.

3. Use [Filter_Distort_Polar Coordinates] and set it as shown below.
Then use [Filter_Distort_Extrude] and set it as shown below.
The image effect is as shown below.
4. Create a new layer and use [Filter_Rendering_Clouds]. The effect is as shown below.
Then use [Filter_Blur_Motion Blur] on it and set it as shown below.
Then create a color balance adjustment layer, with shadows -65, 0, 55; midtones 0, 0, 25; highlights 0, 10, -60. Turn on the "Maintain Brightness" option. The effect after adjustment is as shown below.
5. Hold down the ALT key and double-click the background layer in the layer palette to convert it to a normal layer and move it to the top layer. 〖CTRL_I〗Invert it. Finally change the blending mode to "Color Dodge". The layer palette and effects are shown in the following 2 pictures.
