1. Create a new 500 * 375 pixel file, fill the background with black, create a new layer, use the Elliptical Marquee Tool to draw a perfect circle of moderate size, execute the menu: Edit > Stroke, set the color to white, and set the value to 2.
2. Press Ctrl + D to cancel the selection, execute the menu: Filter > Stylize > Wind, the parameters are the default settings, after confirmation, execute the menu: Edit > Transform > Rotate 90 degrees counterclockwise, the effect is as shown below.

Select the rectangular marquee tool, select the upper half of the circle, press Ctrl + C to copy, do not cancel the selection, press Ctrl + Shift + I to invert the selection, press Delete to delete, after confirmation, press Ctrl + V to paste, and then paste Go to the Graphics menu: Edit > Transform > Flip Vertical, then join the two semicircles together and merge the two layers. 5. Repeatedly adjust the approximate effect as shown below, then execute the menu: Filter > Distort > Polar Coordinates, select plane coordinates to polar coordinates, and the feather effect will appear after confirmation.
