1. Create a new document of 300 * 300 pixels and fill the background with color: #102633. Press Ctrl + R to bring up the ruler, and then draw a guide line at the horizontal and vertical center positions. The effect is as shown below.
2. Select the custom shape ellipse tool, hold down the Shift key, and pull out a perfect circle from the center of the guide line.
Select the option in the image below, press Shift and pull outward from the guide line to subtract part of the middle of the circle.
Then select the Add Area option, follow the above method, and pull out a small circle in the middle.
3. Right-click on the shape layer - Rasterize Layer, then double-click the layer to set the layer style. The parameter settings are as shown below.
All parameters are set to good effect.
4. Create a new layer, then draw a slightly smaller circle in the middle, then rasterize the layer, double-click the shape 2 layer, and set the layer effect as follows.

5. Hold down the Ctrl key and click the red circle in the picture to load the selection.
