1. Duplicate two layers. On layer copy 1, execute the menu: Filter > Blur > Gaussian Blur. The value is 2.5. After confirmation, change the layer blending mode to Color Filter. The effect is as follows:

2. Create a curve adjustment layer. Set the parameters as shown in Figure 2. After confirming, stamp the layer, click on the channel panel, select the color filter channel, press Ctrl + A to select all, press Ctrl + C to copy, click on the blue channel, and press Ctrl +V paste, the effect is as shown in Figure 3.

3. Use a pen to cut out the balloon part, then copy the balloon part, double-click the layer to bring up the layer style, set the gradient overlay, set the color as shown in Figure 5, and set the mode to Soft Light, the effect is as shown in Figure 6:.
