1. Open the background material, press Ctrl + J to copy a layer, and change the layer blending mode to "Soft Light".
2. The original author did not provide material for the characters. You can find similar materials yourself, or directly use the characters in the picture below.
3. Press Ctrl + M to adjust the curve, and set the parameters as shown below.
4. Select a radial background stroke.
5. Create a new layer, set the foreground color to white, and then apply the brush.
6. Execute the menu: Filter > Blur > Radial Blur, and set the parameters as shown below.
7. Execute the menu again: Filter > Blur > Gaussian Blur, and set the parameters as shown below.
