Function realization

1. Customer verification module: customer (system default), password (system default), authority (ordinary voter/system administrator), level (name and number of department)

2. Information notification module: public information release (topic notification), candidate information (providing candidate information directory)

3. Query and browse module: information topic, candidate list (sorted by number), introduction

4. Management module: change (customer name, password and permissions), add, delete, query, sort and initialize voter information
