1. Open the picture, copy the layer, and then perform the "Ripple" filter. Then lower the transparency to 40-50% and change the layer mode to Darken or Multiply.
2. Create a new layer and use the gradient tool to make a gradient. The colors are #f82714 to #8c0900.
3. Then change the layer mode to "Color" and lower the opacity by about 30-50%.
4. Create a new layer again and fill it with gradient. The gradient color is #febb0f to #fe5400.
5. Adjust the layer mode to "Overlay", where you can not reduce the transparency.
6. Merge all layers, copy the layer to apply filters, and change the layer mode to achieve the effect you want. Here I duplicated the original background layer, then moved it to the top, went to Filter > Brush Stroke > Hatching, and adjusted the layer mode and opacity appropriately. Of course, you can also try a lens flare filter or add a noise filter. The final effect I got.
