1. Open the original image, CTRL+ALT+~, to get the bright area selection, press CTRL+I to invert the selection, get the dark area selection, press CTRL+J to create a new layer, and change its blending mode to overlay.
2. Duplicate another layer, change the blending mode to light, and the opacity to about 80%.
3. Create a new layer, fill it with light blue, change blending to color, click Layer - New Adjustment Layer - Curves and Hue/Saturation, lower the saturation, increase the height a little, and set the values according to your picture:
4. Use the mask to replace the sky with the material picture. Because there are still telephone poles, you also need to use channels to make a selection and expose the telephone poles. Let each of these show its own capabilities. The color of the sky also needs to be adjusted so that it matches. Coordinate the ground, then copy the background and place it on top, change the blending mode to color, darken, and reduce the transparency. At this time, the road looks a bit bluish. Add a mask to the light blue filled layer and paint the road with a black brush.
5. Because the wires are too fuzzy to dig out, we use paths to fill them in ourselves. Below is the final rendering.
