1. Open the material picture and copy the background layer. Change the blending mode to "Screen" and the opacity to: 33%, as shown below.

2. Create a new layer, use the Lasso tool to select the sky part, and fill it with 60% gray.

3. After canceling the selection, add a mask, select the gradient tool, set the color to black and white, the opacity to: 40%, and then pull out the radial gradient. This step is to darken the sky slightly.

4. Create a black and white adjustment layer, set the settings as shown below, and change the blending mode to "Screen" after confirmation.

5. Create a hue/saturation adjustment map, change the color of the entire image, and check the "Colorize" option.

6. Create a new layer, fill it with 60% gray, and execute: Filter > Noise > Add Noise, and set the parameters as shown below.

7. Execute: Filter > Blur > Motion Blur, and set the values as shown below.

8. Change the blending mode to "Overlay", the effect is as shown below.

9. Double-click the layer thumbnail to bring up the layer style, then find the blending color band under the custom settings panel of blending options, then hold down the Alt key and drag the black slider to adjust the parameters, as shown below.
