You need to use a filter to find the path of the character's outline, remove the color, and then use the process of making flames. Finally, superimpose the best flame on the character and use a mask to control the area appropriately.

1. Open an image of a person, preferably one with good black and white contrast, not too gray.
2. After opening the image, copy a document and right-click on the title bar to copy.
3. Now there are 2 images, and you can start applying effects on the first one.
4. Filter the image - Stylize - Find edges.
5. Continue to decolorize the image using ctrl+shift+u, and then press reverse ctrl+i.
6. Image - Rotate canvas - 90 degrees clockwise.
7. Filter - Stylize - Wind (small wind), the previous one was 90 degrees clockwise, now turn it back 90 degrees counterclockwise, then Filter - Distort - Ripple.
8. Image - Mode - Grayscale (this will lose all the color information and the effect will be better).
9. Image - Mode - Index, then Image - Mode - Color Table, select Blackbody for the color table.
10. After the effect comes out, then change the color mode of the effect you just created to RGB, image-mode-RGB.
11. Drag the picture to another picture as shown in the picture.
12. Change the blending mode of the first layer to Screen.
13. Finally, add a mask to the flame layer, wipe out the face, and make it softer. The effect is good. Use the Dodge tool on the face on the bottom layer to erase the highlights, as shown in the picture.
