1. Open the original image material and execute: Filter > Blur > Surface Blur. The parameters and effects are as shown below.
2. Add dark lines to the facial features: Create a new layer. The blue lines in the picture represent the ones added. The color is shown in the three dots in the picture below. I just asked so that everyone can see the changes, so I adjusted the color. It is blue, and what we are drawing is the color indicated by the dots.
3. Draw highlight lines on the facial features. Create a new layer and add highlights to the blue lines in the picture below. Use white as the color. You can use a stroke path or a white brush to paint.
4. Stroke the outline of the character, create a new layer, and stroke the part marked with blue lines in the picture. Use brown for the cheeks, dark blue for the coat, and fuchsia for the clothes.
5. Draw hair. Create 2 new layers. The hair is divided into two layers. On the first layer, use brown to draw a few lines along the direction of the hair. On the second layer, use a yellow tone that is close to white to draw a few lines (about 20 lines, Not too much), and finally use the burn and dodge tools to apply it at will.
6. Create a new layer and press Ctrl + Alt + Shift + E to stamp the layer.
7. Create color balance and hue/saturation adjustment layers, and set the parameters as shown below.
8. Finally, create a new layer and add some white dots and some lace to complete the final effect.
