Source: Zakuu Author: Once upon a time The effect of this tutorial is somewhat similar to a vector painting effect. The production method is also quite unique. In the early stage, filters and layer blending were basically used to create vector-like color block diagrams. You can refine it later and polish it to your liking. Original picture

5. Adjust the hue/saturation appropriately and customize the values.
6. Merge the layers, copy another layer, and execute on the copied layer: Filter > Artistic Effect > Dry Stroke, and change the layer opacity to: 30%, the effect is as shown below.
7. Merge the layers downward, copy one layer, and use the smudge tool to paint the hair. The brush should still have texture and the strength is 70%.
8. After the hair part is painted, duplicate the layer, change the opacity to: 65%, and repeat step 7.
9. Hair path: Create a new layer, set the main diameter of the brush to 1, and set the pen as shown below.
10. Select the color of the hair, click on the path, right-click and select "Stroke Path", and select the brush. The specific parameter settings are as shown below.
11. Delete the path and draw it twice more, the effect will be better.
12. Eye processing: Create a new layer, select a flexible brush, make the whites of the eyes white and the eyeballs brown. Finally, add some highlights to the upper left and lower right of the eyes.
13. Lip treatment: Select the smudge tool, select the soft brush, the intensity is 45%, and smear on the lips to know the effect you want.
14. In order to make the overall effect more uniform, execute: Filter>Mode>Special Blur, Radius 30, Threshold 6.
15. Finally, create a new layer, press Ctrl + Alt + Shift + E to stamp the layer, press Ctrl + U to adjust the hue/saturation and remove the yellow. Then create an optional color adjustment layer, adjust red, white, and black appropriately, and customize the values.
