1. Open the original image, copy the background layer, and execute: Filter > Blur > Gaussian Blur. The value is 3. After confirmation, add a mask on the background copy layer.

2. Use the elliptical selection tool to circle the character, and then feather it (the purpose of this step is to create a hazy effect with a larger aperture).
