Rendering:
1: Open the original image:
2: Duplicate a layer, go to Filter-Blur-Motion Blur, use the Eraser Tool (E) to erase the main subject.
3: Filter - Pixelate - Mosaic (value as needed)
4: Filter-Blur-Rotation Blur: (10, Rotation, Good)
Effect:
5: Use the selection tool to frame a selection that is smaller than the original image, then invert the selection (ctrl+shift+i) and select a color similar to the image to fill.
Filter - Distort - Wave, customize the value.
6: Use the star brush to create a new layer, and use the white brush to click on the stars.
7: Go to ImageReady (shift+ctrl+M) and turn off the star layer.
Select "Copy Current Frame" in the animation panel, click on the star layer, and then click on the first frame.
Select the "Transition" button, in the pop-up window: next frame, 2 frames; click on the last frame,
Click the transition button and a pop-up window will appear: Frame 1, Frame 1. window - optimization,
Select GIF mode, 256 colors, and save.
