3. In order to give the flames a layered feel, we copy the layer ctrl+j into two more copies, fill them with color respectively and use a layer mask to outline the layers:

4. Give the flame a highlight effect, select the "Ellipse Tool" to draw a circle, fill it (#f72900), and then use Gaussian blur with a radius of 30px
Duplicate this layer a few times and use "Color Overlay" to process it appropriately (adjust according to feeling^_^)
