3. Hold down Ctrl and click on the text layer to obtain a selection, create a new layer and name it "Stars", fill the selection with black, and move the starry layer slightly to the lower right.
4. Filter >> Noise >> Add noise.
5. Set the layer blending mode of the starry layer to "Soft Light".
6. Create a new layer, select a 9px soft-angle brush, and set it as shown below.
Apply the brush to get the following effect:
7. Create a new layer above the background layer, select the Lasso tool, set the feathering to 20, and create the following selection.
8. Fill the selection with black, set the foreground color to white and the background color to black, go to Filter >> Render >> Clouds. Press Ctrl + L to open the Levels panel and set it as shown below.
9. Set the layer fill to 80%.
10. Add gradient overlay to get the final effect.
