1. First open the photo in photoshop.
2. Press Ctrl+L to adjust the color levels as shown below to give the image a sunlit feel.
3. Right-click on the layer text and copy the layer; in the copied layer, select Filter>Artistic Effect>Film Grain in the menu bar, as shown in the figure:
4. In the copied layer, select Filter > Pixelate > Color Halftone in the menu bar, as shown in the figure, and then set the layer blending mode to Darken in the Layers panel.
5. Right-click this layer and select the blending option to use the stroke color #F5ECE1 as shown below, thus adding an outer border.
