1. Open the original image, then open the cloud material shown in the picture below, drag the clouds in, place them in place, and change the layer blending mode to "Multiply".
2. Use the magic wand tool to select the background layer sky, and press "Add Layer Mask" on layer 1.
3. Return to the background layer and press Ctrl + U to adjust the hue/saturation. The parameter settings are as shown below.
4. Press Ctrl + L to adjust the color levels. The parameter settings are as shown below.
5. Make a copy of the background layer and use the burn tool to deepen the buildings in the picture. Note that the brush hardness is 0 and the exposure is: 50%.
