Let’s take a look at the final effect:
Step 2: Execute the [Filter-Blur-Gaussian Blur] command with a blur radius of 75 pixels. The effect is as shown in the figure below.

After adjusting the color balance, the effect is as shown in the picture below.
Step 4: Select the [Elliptical Marquee Tool] in the toolbox and draw a very large selection, as shown in the picture below.
Step 5: Click the [Create New Layer] button below the layer palette to create a new layer. Select the [Brush Tool], increase the diameter of the brush to about 200-300 pixels, set the hardness to 0%, set the foreground color to white, and draw along the edge of the selection, as shown in the image below.
