Operation steps:
1. Open the original image and copy two layers, Layer 1 and Layer 1 copy.
2. Add Filter-Blur-Motion Blur values to Layer 1 and Layer 1 copy respectively. See the picture below.
Tip: The angle of the layer 1 copy is opposite to the angle of layer 1, which is a negative value—
3. Set the layer blending mode of layer 1 and layer 1 copy to Overlay respectively.
The effect at this time
4. Press ctrl+shift+alt+E to stamp all layers to get layer 2
