The author of this tutorial wrote the process in a relatively general way, but the ideas are all written down. If you want to learn, you can slowly complete the effect according to the author's ideas.

Preface: In fact, I have done a lot of hand-painted imitation tutorials. To be honest, this is my first time, so there will inevitably be unclear expressions. Please understand.
1. Open the original image, increase the image resolution (Image > Image Size), I changed it to 200 pixels, copy the background layer into 2 layers, and hide one layer. Execute on the layer that needs to be smoothed: Filter > Blur > Gaussian Blur. The data is based on the smoothness of the skin. Here, blur 3 pixels, then add a layer mask, change the foreground color to white, and select the eraser on Erase the facial features on the mask.
2. We start to refine the face. First, use the pen tool to outline the path of the eyeball, press Ctrl + Ener to turn it into a selection, create a new layer, use an eyedropper to absorb the color of the original eye, and then fill it. Then use the burn/dodge tool to highlight and darken the eyeball. After applying it properly, you can add reflections. Finally, the edges of the eyeballs are blurred to make them more natural.
After the eye part is processed, start drawing the eyelashes. First use the pen tool to outline the path of the eyelashes. We use a 2 or 3 pixel brush to outline the upper long eyelashes, and we use a 1 pixel brush to outline the lower eyelashes. Remember to check simulate pressure. After tracing, use the blur tool to blur it appropriately. If you feel that the eyelashes are too few, you can copy one layer and move the position.
